Governor Jennifer Granholm emphasized the importance of investing in early childhood development in her 2003 state-of-the-state address. The Early Childhood Investment Corporation (ECIC was formed, in August of 2005, through a partnership with the Michigan Department of Human Services and the intermediate school districts. This non-profit corporation was formed to be Michigan’s leader in the investment of early childhood programs, services, supports, and resources.

The goal of the Great Start System is for all Michigan children to enter kindergarten safe, healthy, and eager to succeed in school and life. Michigan’s network of Great Start Collaboratives is fundamental to the administration of the Great Start System. The Great Start System is composed of:

This group works together to understand the needs of the early childhood clients and matches them to community assets.
